Oregon’s SEL and Transformative SEL Frameworks & Standards span ages three thru adult.
Together, they create coherence and clarity for Transformative SEL in Oregon that:
Aligns to Oregon’s Teacher Standards and Practices Commission (TSPSC) Educator SEL Framework and Standards;
Builds on the Preliminary Description of the Proposed Social Emotional Learning Standards Framework for Oregon report developed by the Phase 1 SEL Advisory Group;
Extends Oregon's Early Learning and Kindergarten Guidelines to include K-12 standards; and
Expands on the SEL pillar of ODE’s Integrated Model for Mental Health.
Oregon‘s Early Learning and Kindergarten Guidelines (2016) include SEL competencies/standards for children age 3 through kindergarten.
Oregon’s Transformative SEL Framework and Standards were adopted by the State Board of Education on June 15, 2023.
The framework and standards utilizes and expands on CASEL’s definition of Transformative SEL to help build capacity for strengthening school cultures that center equity, and support student and adult well-being through a systemic approach.

TSPC, in partnership with Oregon’s Educator Preparation Programs, envisions a state in which all preservice educators graduate prepared to serve their students, classrooms and school community as authentic, self-aware, caring and engaged life-long learners who collaborate to achieve their goals and contribute to more inclusive, positive, just and equitable systems (modified from CASEL, 2020). These systems will be culturally responsive, trauma-informed and foster the unique identities of the educators and students within them.
